It is further observed by the author that they define the institutions by their characteristics, which can be briefly summarized as follows. March and Oslen have also addressed, as per the observation of the author, the definition of rules and routine in an institution.. They maintain that routine is simply a pattern of behavior that may be unchangeable, whereas the rules are a central part of the control of behaviors within the institution. The author says that institutions are supposed to get the maximum amount of their structure of meaning and logic appropriateness from the society in which the institutions are supposed to be formed.

The author further argues that the individuals who will be forming the society to make an institution shall be bound by certain norms like reciprocity, honesty and cooperation that are important to be a part of general socialization process. Author further argues that routines are a sort of standards that arise naturally, when people begin to interact in an institutional setting. Further the author mentions that while the acceptance of routines will be easy once the institution is formed and gets functional.

, however, the same will be difficult in the initial setting of the structure as each member will have its own concept of routine and rules. Author here emphasizes the theory of ‘Garbage Can’ ( Cohen, March and Olsen, 1972).The author further observes that the ‘garbage can ‘ approach visualizes the solutions for the problems that are not solvable within the set parameters of the routines and rules of an institution. Describing the logic of change, the author further says that change is not an event which can be planned, but it is a resultant product of the mixture of several activities and opportunities for action within an institution..
