Essentially, corruption defines as a crime against civic administration. Even though not citizens are directly offended by corruption, it is an aberrant behavior that is irrational and disorganizing to society. It is a perversion of the civic affairs between citizens, the state, and bureaucratic efficiency5. Effects of corruption on resource allocation and project selection are dynamics of the problems6. Other factors like the distribution of business ability, and the dissemination of income besides wealth disparities are all dynamics of the problem7. There is an incident relationship between the economy and crime. The relationship exists because human resources are scares, and the desires are unlimited.

Therefore, the state is supposed to establish a legal framework that can accommodate economic activities and direct them to serve the interest of the nation without criminal acts. The situation above asserts the correlation between the economy and law. Economic activity acts as the most active community activity8. However, it is difficult to adjust to the economy since it risks handcrafting. It reveals the necessity for criminal law to get introduced in the economic field as a means of prevention of harmful activity and cons deterrent to abuse.

Effective use of criminal law assures the protection provided by other legal agencies such as civil law that have a weak social payoff. The weakness of relative efficiency of civil sanctions leads to the submission of a factor to the professionals of deception9. Criminal law alone remains sufficient protection by the list of penalties able to address the inadequacy of civil sanctions10. Corruption is a worldwide problem. It results from human greed and the urge to accumulate more wealth11.

Libya as a country reports many multinational corruptions. An example of a corruption incident relates to Former Swiss brokers that involved probes in the UK and USA. Allegedly they had a corrupt method of business transactions with the Libyan dictator Mohamed Gaddafi. Reportedly, the brokers hired Mohamed Gadhafi's son, Saher Koussa.
